This sounds like a tire/rim poor fit. It normally requires tire removal and a thorough cleaning of the rim/tire contact surface. Any reputable tire shop can do this in short order and it is very rewarding and economical… unless you pick the wrong place. Then they will try to sell you the moon and say that you have a really big problem. Which is not.
And yes, bigger rims require bigger tires. Unless you know what you are getting into, many times, many people go too big.
Try getting “wider” tires that fit your present rims/wheel wells.
